Because the libitinarii (zombie) plot was primarily shinigami based, we decided to do a parallel plot for the mortals (soul seers and quincy). This plot deals with a shadowy organisation that have been covering up paranormal incidents for centuries, kinda like the illuminati. After the events that ended the Silver Winding Blackcoil plot, they were spurred into action to muzzle all the spirit-sensitives in Okumichi City, to prevent any further death and destruction of innocent lives.
